Bollards come in many shapes and sizes and are used in many different locations to control the flow of traffic, protect buildings and other structures, they are also used in harbors to tie up marine vessels.

These very industrial bollards protect compressed air tanks at a senior living residence. They are about 5 feet tall.
These are most likely steel pipe bollards covered with plastic post covers. Aside from the weather-reistant protection they provide, plastic bollard covers also increase visin=bilty so cars don't hit the bollards and they reduce maintenance costs. Pretty important installation of bollards! They look like they might have a plastic cover on them for outdoor durabiltiy.
