I took these Thursday at Erie Canal Harbor. The first picture is the bollard used the secure the barge. The second has bollards that are fixed to the barge and the third is just a wider photo. Don't know what the barge was used for. By the way the police boat tied up to the barge and left one of the crew stranded for a while.
